New Dues and Amended Constitution & Bylaws

Dear Colleagues,

Thanks to everyone who was able to attend our June luncheon and meeting in Ocean City.  We had 36 attendees and made some important decisions.  Members adopted new by-laws and approved a new dues structure that includes a lower rate for members from small organizations and for department directors; no-cost membership for retired members and members in transition; and a $50 discount for members of both ICMA and MCCMA. 

The changes to the by-laws include the following:

·        Deletion of language referencing an affiliation with the Maryland Municipal League (per MML’s action in September 2024) and allowing the possibility of affiliation with MML, MACO, or other organizations in the future.  The affiliation with ICMA is retained in the by-laws.

·        Simplified membership by creating two categories: Voting membership and Affiliate membership (non-voting).

·        Expanded the Board of Directors to include a board member from each of five Maryland regions. MCCMA will have a 10-member board, and the election of the regional members will occur in December.

·        Clarified the process for accepting Board nominations and elections.

I am excited by the engagement we have had this year, and I think a larger board will help us do even more.  Our membership year starts on July 1, so please renew or join now, and email your colleagues to invite them to join as well.

The MCCMA Board for FY26

I want to thank Kyle Snyder, outgoing Past-President and Administrator for Berwyn Heights, for his service on the MCCMA Board and assistance to me over the past four years.  A big welcome to Sara Imhulse, City Administrator of Westminster, who was elected to serve as the FY26 Board Secretary.  Jeff Silka, City Administrator of Cumberland, was elected to be our new President; Dylan Galloway, City Administrator of Cheverly will be our new Vice President; and Chad Rooney, Town Manager of Williamsport, will be our Treasurer.  And I will serve on the Board as the Past President.

The Board will approve a new Nominations Committee and plans to hold the elections for the new five regional board members at our December luncheon.  The regions are identical to the regions on this Maryland Department of Planning map.  Please email the board if you are interested and would like additional information on MCCMA activities. 

I enjoyed serving as President this year and look forward to what we will accomplish under Jeff’s leadership in FY26.

Registration is open for the ICMA Annual Conference 2025 in Tampa/Hillsborough, FL Oct 25-29.  New ICMA members can save 50% off a first-year membership fee and attend the ICMA Annual Conference at the member rate.
