2025 Constitution and Bylaw Amendment
Dear Members,
Thanks to everyone who was able to join our Spring Conference in Cumberland. MCCMA Vice President Jeff Silka did a super job putting the conference together! We had 35 attendees, and ICMA Executive Director Julia Novak kicked off our meetings with a keynote address grounded in our professional ethics. Experts led sessions on cybersecurity, street re-building to drive economic investment; leading small communities; and reviewing the State legislative session. During the MCCMA Association Meeting the By-laws Task Force introduced draft changes to our by-laws. The primary proposed changes are to remove references to MCCMA affiliation with the Maryland Municipal League (pursuant to MML kicking us out because it apparently could not confirm that it had approved our by-laws at any time since 2001); clarifying and reducing membership categories; requiring at least two Association meetings annually; and clarifying the process to amend the by-laws. The by-laws retain our relationship with ICMA, and allow MCCMA to have affiliations with MML, the Maryland Association of Counties, or other organizations.

Our June meeting will take place at Harrison’s Harborwatch Restaurant and Rawbar, at noon on Monday, June 23, 2025. Harrison’s has been an Ocean City landmark for 40 years. It is about a 10-minute drive (or OC shuttle ride) from the convention center and overlooks the Ocean City inlet and Assateague Island. We promise a good meal, networking, and a productive meeting for $20—be on the lookout for an email to get your ticket.
We will also vote on the new MCCMA board during the June 23rd meeting. The Nominating Committee, chaired by past President Kyle Snyder, will present a recommended slate of candidates at the meeting. Our process has been for each position to move up, from Secretary to Treasurer; Treasurer to Vice President; Vice President to President; and President to Past President.
